With the tv + vhs you can nearly max out carpentry and cooking without a single trait/occupation point. Plus the nice head start in foraging, fishing, trapping and farrming. Also depends how you have your game settings adjusted. Broadcast can be adjusted to you liking, make sure you havent chosen a scenario where tv broadcast is already down. Yea that sounds like the culprit OP. I think your starting after the shows have already stopped. They stop after about 15 days of the "event" start.
